We can advise as follows regarding these jurisdictions:

Ukraine

Notwithstanding the tragic circumstances currently ongoing in the Ukraine, the Ukrainian PTO continues to function largely as normal by virtue of the remote working of the majority of its personnel and via online filings. Martial law was introduced in Ukraine on 24 February 2022 initially for a term of 30 days.  This term has been extended since then, and due to force majeure circumstances, it is possible that any missed deadlines can be extended or restored.  However, it is recommended that, wherever possible, IPR holders and applicants should follow the "normal" course of action in the Ukraine and rely on exemptions only in exceptional circumstances.

Russian Federation

The Russian PTO is currently working as normal and deadlines and terms are valid. However, several courier companies have suspended deliveries to/from Russia and sanctions are in place which affect payments into and out of the jurisdiction.

Belarus

The Belarusian PTO is currently working as normal and deadlines and terms are valid. However, several courier companies have suspended deliveries to/from Belarus and sanctions are in place which affect payments into and out of the jurisdiction.
