We wish to report that a new law on Patents, Utility Model, Layout Design of Integrated Circuits and Undisclosed Information has been issued in Syria, and came into force on 1 June 2012.

Features of particular significance in the new law are as follows:

1. Provisions for the protection of Utility Models and Layout Design of Integrated Circuits have been added to the new law.
2. The law states that a patent application may not incorporate more than one invention. However, a group of inventions having the same inventive concept may be contained in the same application.
3. Additional claims fees are payable in respect of each claim above the tenth.
4. Decisions of the Patent Office may be appealed against before the Competent Committee within 30 days of the date of notification of the decision.
5. The law provides that the term of a patent is 20 years calculated from the filing date.
6. A patent application can be amended within three months of the filing date, provided that the amendment does not extend beyond the disclosure of the original application.
7. Oppositions may be filed within six months from the date of publication of the application in the Intellectual Property Protection Gazette and the applicant should be notified of opposition within 30 days of the date of receipt of the opposition by the Patent Office. A response to the opposition must be filed within 30 days of the date of notification of the opposition, otherwise the application will be considered abandoned.
8. Annuity fees are payable as from the second year following the filing date of application. If a patent has not been granted within two years of the filing date, the applicant has the right to withhold payment of the fees until the issuance of a decision of grant, after which he can pay accumulated fees.
